FIRE EVACUATION INSTRUCTIONS

For Students, Faculty, Administrative Staff and Visitors

  1. Purpose

The purpose of these Fire Evacuation Instructions is to ensure the safe, orderly and timely evacuation of all occupants of Midwest Institute of Sciences, Islamabad in the event of a fire, smoke, gas leak or any other emergency requiring immediate evacuation.

These instructions aim to:

  • Protect life and minimize injuries.
  • Facilitate an orderly evacuation without panic.
  • Ensure prompt communication with Rescue 1122 and other emergency services.
  • Provide clear responsibilities to students and staff during emergencies.
  1. Scope

These instructions apply to all buildings, classrooms, laboratories, offices, libraries, clinical skills laboratories, cafeterias and all other facilities of Midwest Institute of Sciences, Islamabad.

  1. Emergency Alarm System

The Institute shall maintain a centralized fire alarm system consisting of:

  • Fire alarm points installed in every academic block.
  • A Central Fire Alarm Control Point located adjacent to the Campus Manager’s Office.
  • Audible alarm sirens that can be heard throughout the campus.

Any person discovering a fire or smoke shall immediately activate the nearest fire alarm call point without waiting for authorization.

  1. Emergency Contact Number

In case of fire or any life-threatening emergency, immediately contact:

Rescue 1122 (Fire & Emergency Services): 1122

Provide the following information clearly:

  • Name of the Institute:
    Midwest Institute of Sciences, Islamabad
  • Complete location.
  • Nature of emergency.
  • Building/Block involved.
  • Number of injured persons (if any).
  • Contact person’s name and mobile number.
  1. Assembly Areas

The Institute has designated safe assembly points as follows:

Blocks A, B and Syed Multi-Purpose Hall

Occupants shall evacuate immediately to the nearest designated open lawn adjacent to Blocks A and B.

Blocks C, D and E

Occupants shall evacuate immediately to the designated open lawn adjacent to Blocks C, D and E.

No person shall leave the assembly area until permission is granted by the Incident Commander or Rescue 1122 officials.

  1. Fire Evacuation Procedure

Upon hearing the fire alarm:

  1. Stop all work immediately.
  2. Remain calm.
  3. Leave the room without delay.
  4. Close doors behind you (do not lock them).
  5. Proceed to the nearest emergency exit.
  6. Walk quickly—do not run.
  7. Assist persons with disabilities, injuries or illnesses whenever possible.
  8. Use staircases only.
  9. Proceed directly to the designated assembly area.
  10. Await further instructions.
  1. Responsibilities of Students

Students shall:

  • Follow the instructions of faculty members and evacuation wardens.
  • Leave classrooms immediately after the alarm sounds.
  • Not stop to collect books, bags or personal belongings.
  • Avoid pushing or shouting.
  • Remain with their class at the assembly point.
  • Report any missing student to the faculty member immediately.
  • Not re-enter the building until officially authorized.
  1. Responsibilities of Faculty Members

Faculty members shall:

  • Immediately stop teaching.
  • Lead students to the nearest safe exit.
  • Ensure no student remains inside the classroom.
  • Close classroom doors after evacuation.
  • Conduct attendance at the assembly point where feasible.
  • Report missing students to the Incident Commander or Campus Manager.
  1. Responsibilities of Administrative Staff

Administrative staff shall:

  • Safely shut down electrical equipment if time permits.
  • Evacuate visitors under their supervision.
  • Secure confidential documents only if it can be done without delaying evacuation.
  • Report to the designated assembly area.
  1. Responsibilities of Laboratory Staff

Laboratory personnel shall, if it is safe to do so:

  • Turn off gas supplies.
  • Switch off laboratory equipment.
  • Isolate hazardous chemicals where possible.
  • Close laboratory doors.
  • Evacuate immediately.

No person shall delay evacuation to save equipment or materials.

  1. Responsibilities of Campus Manager

The Campus Manager shall:

  • Coordinate emergency response.
  • Activate the centralized emergency procedures.
  • Ensure Rescue 1122 has been informed.
  • Liaise with emergency responders.
  • Coordinate building evacuation.
  • Confirm that all blocks have been evacuated.
  • Maintain communication with Institute management.
  1. Responsibilities of Security Staff

Security personnel shall:

  • Assist with evacuation.
  • Keep emergency access routes open.
  • Guide Rescue 1122 vehicles to the incident location.
  • Prevent unauthorized entry into affected areas.
  • Help maintain order at assembly points.
  1. Use of Fire Extinguishers

Only trained personnel should attempt to extinguish a small fire.

Fire extinguishers shall only be used when:

  • The fire is small and contained.
  • The exit route remains unobstructed.
  • Personal safety is not compromised.

If the fire cannot be controlled immediately, evacuate without delay.

  1. Persons with Disabilities

Faculty and staff shall provide reasonable assistance to persons with disabilities or mobility limitations during evacuation.

Where required, designated helpers shall assist such individuals to reach a place of safety until emergency responders arrive.

  1. Prohibited Actions During Fire

During a fire emergency, occupants shall NOT:

  • Panic.
  • Run.
  • Push others.
  • Return to retrieve belongings.
  • Use elevators.
  • Block staircases or exits.
  • Spread rumours.
  • Re-enter the building without authorization.
  1. After Evacuation

After reaching the assembly area:

  • Remain with your department/class.
  • Report injuries immediately.
  • Follow instructions from Rescue 1122 personnel.
  • Await the official “All Clear” before returning to the building.
  1. Fire Drills

The Institute shall conduct periodic fire evacuation drills to:

  • Test the effectiveness of evacuation procedures.
  • Familiarize students and staff with emergency exits and assembly areas.
  • Improve emergency preparedness.

Participation in fire drills is mandatory for all occupants of the Institute.

  1. General Fire Safety Precautions

All students and staff shall:

  • Keep exits and corridors free from obstruction.
  • Never tamper with fire alarms or firefighting equipment.
  • Report damaged electrical wiring immediately.
  • Switch off unnecessary electrical appliances.
  • Report any fire hazard to the Campus Manager without delay.
  1. Compliance

Failure to comply with these Fire Evacuation Instructions may result in disciplinary action under the rules and regulations of Midwest Institute of Sciences, Islamabad.

Raise the Alarm – Evacuate Immediately – Call Rescue 1122 – Assemble Safely – Do Not Re-enter Until Authorized.
